Industralization after Civil War Essay

After the Civil War, the United States became much more industrialized society. Between 1865 and 1920, industrialization improved American life in many ways, transforming it into a modern industrial society but also created problems for the American people. Three major improvements that contributed to the United States economy were the railroads, factories and immigration. Railroads during the period of the industrial revolution were good throughout the north and were supported by the federal government to help build the north into achieving a prosperous economy. The railroads made transportation of goods and products easy, cheap and reliable. The steel industry made the expansion of the railroads possible and by the 1900’s, Carnegie made great contributions to the business world, enabling railroads to connect to seaports, cities and industrial centers. Urbanization and Immigration began around the 1870 and the 1920’s. Immigrants migrated to cities like New York, Chicag o and Boston. Approximately 25 million people migrated to the U.S and they contributed to the growth of the cities and new technologies. They worked low- paying factory jobs and overcrowded neighborhoods, moving the middle class out of their communities (Shultz, 2014). While great accomplishments took place during this period, it also affected different people like African Americans, Farmers, Children, Women and Immigrants. African Americans faced many challenges in terms of freedom and acceptance from the old to the new south. In the old south, they were slaves working day and night with no rights. After the civil war, during the reconstruction their lives improved, being freed with rights such as the 14th- and 15th amendments that granted them citizenship and the right to vote. However in the â€Å"New South† their rights seemed meaningless because of the Jim Crow laws, violence and the lack of their voting rights. The Jim Crow laws they prohibited them from attending the same schools as whites and sitting in the same areas in restaurants, which increased the racism of  blacks and whites. Children were also affected while this time due to the high demand for them to work in factories was great. Many children started at the age 14, but would be hired form age 6, who usually worked tedious long hours. By the end of the 1800’s, child labor laws were passed, but employers ignored the laws, and the number of child factory workers increased (Shultz, 2014). Children were great at doing this task because they accepted low pay, didn’t complain about the wages, and were able to fit in small in cracks that the average man and women couldn’t do. The economy of the south wasn’t very strong due to the fact, profits were made because l abor was unpaid, and the limited crops planted were cotton, tobacco and sugar. Some of the natural resources of the south included farmland, water power, steam power coal, iron and oil. Agriculture was the primary source of employment; while textiles and steel industries became prosperous in the south after the civil war (Weightman, 2007). Many sharecroppers faced hardships and sharecropping became unprofitable for workers because they were uneducated, and cheated by the landowners that owned the supplies. An Analysis on Taj Group of Hotels

Executive Summary The primary objective of this report is to analyze the Taj Group of Hotels through the specific analysis of Taj  (luxury full-service hotels, resorts and palaces), Taj Exotica  , Taj Safaris,  . Vivanta , The Gateway Hotel, Exotica Brand. The Taj Group of Hotels were selected to gain a learning of hotels in India from three different perspectives – that of a fast growing Indian hotel, , that of a formerly strong player trying to adapt to a changing market, and finally, that of an domestic hotel operating in India.The analysis in the report is presented as follows: 1. This is followed by a SWOT Analysis, which gives specific information on the environment, challenges and opportunities the hotel is currently facing. 3.Ne xt, special emphasis is laid on analyzing the hotel policies and environment related to its marketing environment through 5 C (Company, Customers, Collaborators, Competition, Context) Analysis, STP (Segmentation-Targeting-Positioning) Analysis, and the 4 P (Product, Price, Promotion, Place) Analysis. 4. After gaining an understanding on these aspects of the hotel, the anomalies in the marketing positioning or decisions taken in the past are presented. 5. The total income for the year ended March 31, 2008 was Rs. 1,823. 16 crores which was higher than the previous year by 13%. 2. Room income was higher than previous year by 16%. 3. The Average Room Rate increased by 16% over the previous year which significantly contributed to the total increase in room income. If compared to other brands of 5 star hotels present in India, such as Leela Palace, Oberoi Ashoka group, Hayat or ITC, Taj has a wide variety of options available for its customers. It is ready to provide all kinds of comfort, hygiene, satisfaction desired by its customers. It takes special care and attention of all its customers and tries to bring smile on to their faces and expect them to come and visit again to their hotel. . It has options available for its customers by a chain or group of hotels located in India and abroad. It covers almost all the major tourist destinations. 3. Taj has come up with a new idea with name Ginger hotels which is very economical and greatly praised. 4. Above some analysis that have been shown like marketing Ps, SWOT analysis, strategies, STPD and financial analysis which states that Taj Group of Hotels is performing well and there are several other opportunities which can still be exploited. 5.After the terrorist attack in Taj M ahal Palace in Mumbai the revenue generation of the Taj group went down as the crowd of foreign tourists dropped but now slowly it has again started arising 6. It is ready to provide all kinds of comfort, hygiene, satisfaction desired by its customers. It takes special care and attention of all its customers and tries to bring smile on to their faces and expect them to come and visit again to their hotel. . It has options available for its customers by a chain or group of hotels located in India and abroad. It covers almost all the major tourist destinations. 3. Taj has come up with a new idea with name Ginger hotels which is very economical and greatly praised. 4. Above some analysis that have been shown like marketing Ps, SWOT analysis, strategies, STPD and financial analysis which states that Taj Group of Hotels is performing well and there are several other opportunities which can still be exploited. 5.After the terrorist attack in Taj M ahal Palace in Mumbai the revenue generation of the Taj group went down as the crowd of foreign tourists dropped but now slowly it has again started arising 6. Addressing Medication Errors Occurring in Nursing

In any healthcare scenario, the process of achieving effective therapeutic outcomes depends on various factors like treatment process, patient safety, communication, nursing care, drug interventions etc. (Fletcher, Fletcher & Fletcher, 2012). Any kind of minor or major mistake in any of these factors can lead to drastic loss of patient health and healthcare organisation. Out of these factors drug intervention or medication is the most fundamental requirement to achieve treatment. Any kind of mistake or negligence in drug intervention process can result in direct side effect on patient’s health (Grove, Burns & Gray, 2014). According to Raban & Westbrook (2014), medication error is reported to be a reason for thousands of demises and millions of hospitalisation globally. Hence, fixation of any medication error becomes a fundamental requirement in healthcare scenario. The medication administration and management is one of the fundamental nursing roles that critically depend on the nursing skills and knowledge. The nursing staffs have the responsibility to administrate, monitor and manage the drug intervention for hospitalised patients. Therefore, continuous observance, alertness and approaches are required in healthcare scenario to avoid the potential chances of medical error (Grove, Burns & Gray, 2014). According to Unver, Tastan & Akbayrak (2012) studies the proper definition for medication error is â€Å"any avoidable incident that risks to incongruous medication use causing or leading patient harm, although being under the control of medical professional, carer or consumer†. The medication error incidences are related to healthcare products, medical practices, medical prescriptions, procedures, nursing practices, product labelling, compounding, distribution, education, dispensing, monitoring, utilisation and communication. Any kind of negligence in these events can lead to medication errors. Therefore, adopting best possible strategies to avoid this medication error in healthcare scenario is one of the major priority concerns (Fletcher, Fletcher & Fletcher, 2012). As a registered nurse, it is been noticed in my clinical scenario that issue of medication error is gaining a possible position where around 60% risk event in hospital occur due to medication negligence’s in the nursing care unit. Some of the most common factors related to these medication errors are new staff, insufficient training, incorrect administration technique, prescription errors (incorrect dosage), expired medication usage, wrong patient identification, and preparation errors (mixing incorrect multiple medications, dose calculation errors). These factorial causes of medication error indicate nursing medication negligence in the clinical scenario. Therefore, it is critically required to minimise these events and manage medication error to improve medical care facility provided by nursing care unit. This Quality Improvement Project is specifically designed to manage this issue of medication error in healthcare scenario. The various negligence’s and issues in nursing care will be addressed as per the quality improvement process provided in this project to get a control over events of medication error in the organisation. The medication errors described above are clearly indicating the lack of knowledge, calibre and guidance provided to the nursing staff of the hospital. The administration, prescription and preparation errors directly specify the issue in nursing skills and practice. Therefore, this quality improvement project will work to improve the nursing skills by providing a Short-term Periodic Training (STPT) Program that will acknowledge the staff about different strategies to avoid such medication error while dealing with patients in the hospital. This nursing training program is safe and specifically developed to improve nursing practice within the short duration of time to improve medical care. The aim of this quality improvement project will be to implement Short-term Periodic Training Program (STPT program) to overcome nursing issues and mishandling that are increasing the risk of medication errors in healthcare scenario of selected organisation. The medication error is always considered to be a major clinical issue because it directly affects the patient safety and treatment process. Any kind of minor negligence in medication process is prone to develop major clinical consequences (Fletcher, Fletcher & Fletcher, 2012). This project will help to decrease the risk cases occurring due to medication errors caused by mishandling and negligence’s of nursing staff in the healthcare organisation. The Short-term Nursing Program will work to overcome the identified factors leading to the medication error in nursing care unit causing high risk to patient safety. Hence, this quality improvement intervention will help to overcome the medication error harming medical care process. The establishment of patient safety and health betterment is the very first priority of quality healthcare services management. There are various faults and errors that lead to the imbalance in quality outcomes where medication error holds a top most position. After doctors prescribe a medicine the major role players are the nurses whose fundamental work is to manage the treatment of their patient (Grove, Burns & Gray, 2014). According to a recent study related to Medication Safety in Australia provided by Chiang et al. (2010) the faults in nursing administration leads to 70% medication errors. Faults like wrong dose, wrong rate, wrong volume or dose incompatibility were reason of 90% medication error in nursing care unit resulting in surgical requirement, long patient stay and permanent health defects in the patients. Unver, Tastan, & Akbayrak (2012) studied the causes of medication error as per nurse’s viewpoint where the findings indicated more than ten leading factors of medication error responded by paediatric nurses. The major once were stress (70%), burnout (45%), complicated prescription (30%), unfamiliar medicines (40%), work pressure (35%), knowledge deficiencies (20%), and lack of facilities (4%). Further, in a survey studied by Pham et al. (2012) indicated that majority of nursing staff is not aware of the correct form of medication error. Only 20% nurses mentioned medication error as the wrong dose, incorrect time of dose, and wrong mode of transmission and wrong administration process. However, rest 80% of nurses mentioned medication error as lack of documentation and reporting as the medication error. Hence, this literature indicated a lack of proper nursing education that detects the wrong perceptions of nurses about medication error. Kalisch & Aebersold (2010) indicated that nursing experience and education is one of the critical factors that is directly linked to medication error. The less experienced and skilled nurses cause 50% of medication errors that includes wrong patient, incorrect dilution calculations, incorrect dosage, incorrect administration and improper reporting. Seys et al. (2012) supported by indicating that naà ¯ve nurses are generally not able to recognise their medication error as well as they lack proper knowledge in warrant reporting. This indicates a lack in professional training system of the healthcare organisation. In the study of Sears, Goldsworthy & Goodman (2010) related to nurse’s viewpoint on medication error, it is clearly indicated that lack of pharmacological knowledge is a major reason for medication error as per viewpoint of 237 professional nurses. Hence, this directly indicates a requirement of improved training intervention in nursing practice. Chhabra et al. (2012) studied in a survey that 80% of new nurses commit medication error in first six months of their nursing practice where 70% remained unreported by them and 10% caused serious health hazards to the patient. There are different strategies and programs implemented at various organisations in a different manner to cope up with the medication error. Agyemang & While (2010) Opine the use of different strategies to avoid three major causes that are knowledge gaps, performance lapse, and failure of the safety system of medication. The strategies of MEDMARX program are described below: - Further, Mueller et al. (2012) studied that E-learning is the most contemporary form of nursing education with the help of which nurses can get instant solutions for their issue related to medication process. This e-learning strategy helped to improve pharmaceutical knowledge and dosage calculation for nurses. The E-learning facility is new to nursing practices but possesses potential positive outcomes. Seys et al. (2012) studied the use of one nursing education program named as SCRIPT study that was developed to improve the issues like unreadable prescriptions, improper antibiotics documentation, and poor communication leading to medication error. The SCRIPT abbreviation was used in a manner to detail educational message about the program that indicated, S : Senior doctor cross-check, C: Check allergies, R : wRite indications for antibiotics, I: (Initial Date) of charting medicine in parenthesis, P: PRINT and sign your name, T: Appropriate Targets for infusions in the nurs ing practice. The post education results indicated a decrease in prescription error, dose infusions and communication errors. Mohammad et al. (2010) studied an Evidence-based quality improvement program (IQ program) used in hospitals of sixteen states where 30% of 616 critical care hospitals participated in program implementation. The findings indicated that project was successful in improving medication quality and safety in 90% of hospitals. The program used five strategies that are maintaining skilled nursing and pharmacist staff, use of pharmacological reconciliation techniques, implementing technological software’s (telehealth), improving nurse workflow and improving cultural defects in the organisation. Kwan et al. (2013) indicated that reviewing and updating service techniques with education and training on the periodic basis is effective to refine the nursing staff as per dwelling issues and problems in healthcare. This periodic training program can help to regularly update healthcare services as per the changing environmental complex situations. This Quality Improvement research proposal will work to rectify the on-going medication errors that clearly highlight a lack of pharmaceutical knowledge, skills and training in the nursing staff of the organisation. The identified issue are insufficient training, incorrect administration technique, prescription errors (incorrect dosage), expired medication usage, wrong patient identification, and preparation errors (mixing incorrect multiple medications, dose calculation errors) that are leading to medication error establishment. Therefore, to overcome these factors that dwell medication error a Short-term Periodic Training Program (STPT) will be proposed in this project that will help to overcome these issues in the clinical scenario. This STPT will be a short-term 5 days training that will be provided to nursing staff of organisation in every six months to address the identified medication errors. As per the detected causes of medication error, this STPT will be designed and modified in every 6 month period by the experts to upgrade the nursing education and knowledge to cope up with changing healthcare environment and to address the medication errors for medical care improvement. This STPT program will involve an array of five strategies where each strategy will be guided to nurses on each day of the program. These strategies will be produced as per the identified medication error and mistakes in healthcare functionality. The establishment of STPT program will help to achieve equilibrium to manage the regular issues in medication services as well as the program will work to regularly upgrade the skills, education and knowledge of nursing staff within the organisation. Hence, this intervention will provide a regular process to control the medication complexity and establish the proper working environment. This quality improvement intervention will be planned using PDSA approach to regularly analyse the outcomes of this program. According to Nakayama et al. (2010) P-plan, D-do, S-study and A-act is a cycle that helps to analyse the impact of any trail or change in particular scenario. The planning phase involves the planning of change, do phase involves the implementation of change, study phase is accessing or studying the outcomes of change, and act phase involve determining the modification required in next change cycle. PDSA is considered as the ideal model of improvement. There are many aspects of the play that engage and interest the audience, two main aspects being comedy and trickery. There are many characters in the play which contribute to the comedy and trickery which is abundant in the play; in particular Lucio is a character who is often seen as comical due to his lack of restraint in his speech and his ignorance of other characters. He is often associated with bawdy humour but is also associated with noblemen; which brings his character into debate. The main source of trickery which engages the audience is the ‘bed trick’ which is cunningly devised by the Duke, which again brings his and also Isabella’s character into debate. Lucio is one of the main sources of comedy in ‘Measure for Measure’, his humour and almost careless speech engages the audience which will result in the audience liking his character. His speech on occasions appears to possess no restraint which is evident from his conversation with the two gentlemen when he proudly proclaims ‘I have purchased as many diseases under her roof as come to’. Lucio’s tone suggests the he is proud of this achievement which in turn results in the audience being humoured by Lucio. However Lucio’s proclamation also gives the audience reason for concern as it shows that there is a problem in Vienna with widespread disease. This relates to the outskirts in London in Shakespeare’s era as there were a large number of brothels which resulted in widespread disease. Lucio also humours the audience when he slanders the Duke in the presence of Friar Lodowick who is ironically the Duke. Lucio describes the Duke as being ‘A very superficial, ignorant, unweighing fellow’. There is dramatic irony throughout act three scene two as the audience know that Friar Lodowick is indeed the Duke, therefore will be constantly humoured as Lucio unknowingly slanders the Duke without a care. Lucio’s use of ‘ignorant’ to describe the Duke is very ironic as Lucio himself is ignorant to the fact the Friar Lodowick is the Duke. As of yet Lucio is painted as being a bawdy character solely to humour the audience with his ridiculous imagery ‘some say a sea maid spawned him’. However he is often associated with noblemen such as Claudio ‘One word good friend. Lucio, a word with you’. Therefore Lucio can be seen as representing both noble and the low culture societies, therefore the audience will have to judge Lucio and decide. I find Lucio interesting as he is presented as a random and spontaneous character, he also confesses that he will never change his attitude ‘I am a kind of burr, I shall stick’. Lucio’s character appears to contradict puritan ideas and I believe Shakespeare uses Lucio as a tool to get his message across. Using Lucio is a great example Shakespeare is stating that we need variety in life in order to function ‘Why, ‘twas a commandment to command captain and all the rest from their functions’. Shakespeare is saying everyone has a role in life which only ‘God’ can change; this again puts emphasis on the variety of people. The main source of trickery in the play is the ‘bed trick’ which has been cunningly planned and devised by the Duke ‘we shall advise this wronged maid to stead up your appointment, go in your place’. Thus exposing Angelo as a result, the trickery will also give insight to the Duke being deceptive. However the reader will question Isabella’s actions as she appears to be a keen accomplice in the trick ‘The image of it gives me content already’. This painted image of Isabella conflicts with that the audience has been accustomed to, Isabella is often seen as excessively pious as she ‘rather wishes a more strict restraint on the sisterhood’. The audience will therefore gain a different perspective of Isabella as well as being sceptical on her position in the sisterhood, she appears to show no insight to the effect(s) this trick will have on Angelo and Mariana as well as her own reputation; instead she seems to immediately agree with the decision without hesitation. The audience will believe Isabella is thinking only about herself, as she wants to exposes and humiliate Angelo for his earlier refused proposal to Isabella. The use of ‘content already’ shows that Isabella appears to be excited and eager about this proposal, the tone also appears to be joyful again emphasising her eagerness. To summarise, comedy and trickery are both key aspects of the play which engage the audience into debate. The audience will gain insight of the characters and will be able to judge the characters on a number of occasions by considering the arguments for and against the decisions these characters make. The play on a whole I found very interesting and engaging, as a problem play many of the decisions made by the characters can be argued for and against, hence the audiences’ judgements on these characters will be diverse as everyone will perceive character’s decisions in a different manner.

The implementation might be a complicated process because it concern with political, financial and administrative issues, and it requires motivation, proper lobbying, and technical, professional and administrative support. Policies are written statements of ideas, goals and plans of action, proposed or adopted by some agencies Menou (1991, p.50) Public policymaking is often viewed as a conveyor belt which issues are first recognize as a problem, alternative courses of action are considered, and policies are adopted, implemented by agency personnel, evaluated, changed and finally on the basis of their success. Briefly all this process or activities that occur in public policymaking are the stages of policy cycle which illustrate the life of each policy. Starting from setting the agenda until evaluating the policy than edit it or terminate it by giving an alternative policy which will replace it and pass all the process, each policy must overtake this process that is called policy life cycle. 1. What is policy implementation? 1.1Definition: As a general concept policy implementation can be defined as the third stage of policy cycle its means the stage of the policy process immediately after the passage of a law, or the action that will be taken to put the law into effect or that the problem will be solved. Implementation, viewed most broadly means administration of the law in which various actors, organization, procedures, and techniques work together to put adopted policies into effect in an effort to attain policy or program goals Implementation can be also defined in terms of outputs, or the extent to which programmatic goals are supported or perused, like the level of expenditures that committed to the programs. 1.2 policy cycle : it is a framework that can help to understand better the policy implementation as a stage correlative to other stages. Policy cycle Agenda setting : (Stage 1) we mean by agenda setting the list of problems or issues that government officials or organization are paying serious attention and giving time and considering as a public agenda at the at the public meeting or legislature, in other word it is the set of issues that government decide to take action against. Policy formulation:(stage 2) the passage of legislation designed to remedy past problem or prevent future potential problem, it can be inducements, rules, facts, rights or powers, and typically it is the legislature task Policy implementation:(stage 3) it might consider as the most important part of policy cycle, it means what happen after a bill become a law( Eugene bardach MIT press 1977) or the actions that will be taken to put the law into impact or the problem will be solved by following a set of process to translate the law into actions that ensure the achievement of the legislation. Policy evaluation: (stage 4) considering the results of policy that have been implemented or measuring the actual effects of legislation on the particular problem or to what extent policies achieve its intended results, and thats will be possible by looking for the consequences of the implementation of this policies and learn from it. Policy change or termination: (stage 5) by redesign some policy to become a new policy after evaluates it(Paul Sabatier 1980), or ending outdated policies or programs are found to be unworkable. This stage is the end point of policy cycle that why it can means the policy redirection, project elimination or partial elimination 2. Who implement policy? Typically, the administrative agencies are the primary actors in public policy implementation. However, there are other factors and institutions are also involved in the process such as legislatures, political executive, and the courts. And this is because of the difficulty or the complication of the implementation of policy. 2.1 The bureaucracy: after a law is formulated by the legislature than singed by the executive (president or other chief executives) the next step is for the various administrative agencies to begin the process of implementation, these agencies should carry out the policies under jurisdiction, and those who participate in the legislative process are usually unable or unwilling to develop precise guidelines also because of the complexity, lack of time, interest, or the information of the issue that is under consideration. 2.2 the legislature: typically politics concern with the formulation of policy, which should be handled with the political branches of government, but this traditional view have been changed today because the legislative bodies has become concern with the implementation by drafting a very specific laws which concern with the details and attempt to remove a lot of bureaucratic discretion, and this practice has become a necessity because a lot of failing of policy implementation coming from the problems were not addressed in the original drafting. On the other hand administrative agencies involve in the formulation of policies when they draft regulation in support of existing legislation that typically consider as a legislature task. 2.3 political executives: when presidents, governors, and other chief executives usually find themselves competing with the other political factors to influence administrators by using many tools such as executive order to set policy or the appointment of most heads of executive departments who bring their values, beliefs, and resources to their decisions and action. Whereas the executive effort at control are limited but the indication show that president and governors are generally successful in directing the actions of their subordinates (Marissa Golden, what motivates bureaucrats). 3.4 The courts: also can be involved in policy implementation or influence it when they play the role of interpretation of statutes and administrative rules and regulation and their review of administrative decisions in cases brought before them, it might be the most important influence on the implementation of policies and sometimes the courts go so far to take over the management of programs on behalf of the individuals who substantive and due process right have been violated. Recently, many of supreme courts recognize the need of administrative discretion and flexibility in some kinds of due process ruling, but they still retain jurisdiction over the actions of federal and state agencies. However, there are other factors may influence policy implementation such as community organization which could take a part the implementation of policy or programs especially at the local level. Another actor may involve in the implementation of policy who is pressure groups who always try to seeking to influence the guideline and regulation in the way that will benefit their cause. 4. Policy implementation approaches: There are two main approaches could help to understand better how policy implementation precedes the top-down approaches and the bottom-up approaches 4.1 The top down approaches: where the state policy implementation is influenced by federal level factors such as the clearness of law or regulations that federal government sends to the state Or the amount of resources that the federal government provides to the state which is crucial to the successful implementation of policies, and thats depend to the resources of the state or the local government some states are more independent on federal governmental aid than others. All this variables are very important to determine the success or the failure of any state implementation efforts. Top-down followers argue that policy designers are the main actors and focus their attention and concentration on the factors which might be manipulated at the national level. However there are so many attempts to develop top-down models of policy implementation one of them is Sabatier and mazmanian model. The top -down approach start by assuming that the decision -making is more taken by central government and it ask the next questions: To what extent the action of implementing officials and target groups consistent with that policy decision? What are the principal factors affecting the policy outputs and impacts, relevant to the official policy and politically significant? How was the policy formulated over time on the basis of experience? To what extent were the objectives attained over time or to what extent were the objectives consistent with the impacts? But this model has been criticized because of the failing to illustrate which is the variables were likely to be more important, and also because of the assumption of the farmers of policy decision are the key actors. 4.2 The bottom-up approaches: there are some bottom-up factors which may affect success or failure of in implementation such as the state capacities (available resources and stuff) and the disposition of state some policies could be easily implemented than other according to attitude of state. For instance the liberalness or the conservativeness of the state political environment will affect how easily a policy is implemented. A welfare policy could be easier to implement in more liberal state rather than more conservative state. Contrary a conservative policy could be easier to implement in more conservative state rather than liberal one. Another factor may affect the implementation of policies which is the varying between states in terms of their capability to implement the federal policies for instance the number of staff that needed to implement some federal policies make a greatly different between various states. Also the amount of resources that each state allocate it to implement federal policies can make a various different in policy implementation from state to state, meaning that state which have more resources is much more likely to implement policy than other states with a few or less fiscal resources. Unlike the top-down model, the bottom-up approach of policy implementation stare by identifying the factors which involve in the service delivery in the local areas and asking about the goals, strategies, activities and also contacts, than try to develop a network technique to identify local, regional and national actors which involve in the policy implementation. This approach argues that the policies are determined by the bargaining between number of organization and their clients rather than being controlled by the central decision making. Also this approach have been received a number of criticisms for the assumption that policy implementation should occurs in a decentralization decision-making environment. Bottom-up approach was somewhat flowed by a rather limited explanation of implementation behavior as both a desirable from the implementation and the only analytical approach for complex organizational and political problem. Policy implementation tasks: It refers to the necessity of getting new way to implement policies, or what managers should do to avoid the negative aspects and complexity of implementation process. This framework divides the process of implement policies into six nearly successive tasks, these machinery will present with examples of how they emerge in apply: 4-1 Legitimation (Task 1) Legitimation means getting buy-in reform the appropriate people in the country to push the reform process forward. Furthermore Legitimation, or getting the policy accepted as important, desirable, and worth achieving, is especially critical for policies that are part of a donor assistance package, which risks being seen as externally imposed. This may result the policy champion or the group of manager and subordinate how might believe in this policy and seek to implement it well. So many tools can be used to fulfill this task such as inviting public and private actors to workshops to discuss issues that relevant to each sector, and try to resolve the points which are not consensus, and try to draft the policies. 4-3 Resource Accumulation (Task 3( Resource accumulation means ensuring that present and future budgets and human resource allocations are sufficient to support policy implementation requirements, this task to secure the resources of the policy implementation process ,organization have different ways to accomplish this task by negotiate with the ministries about the budget allocated, or find a new resources allocation. 4-4 Organizational Design/Structure (Task 4( Organizational design/structure involves adjusting the objectives, procedures, systems, and structures of the agencies responsible for policy implementation. This task may include establishing new organizations, formal or informal, that links the various entities with a role in implementation, by establish action planning and results monitoring, this may lead to contribute of structure in the success of reducing fees charged. Mobilizing Actions (Task 5) Mobilizing actions builds upon the favorable constituencies assembled for the policy (Task 2) and marshals their policy implementation. Commitment and resources engage in concrete efforts to make change happen. Its focus is on identifying, activating, and pursuing action strategies. It move toward mobilized constituency and funds among the structures of organization, by create, develop and carry out the steps essential to interpret aims into results. These actions may help to build a consensus between government and civil society stakeholders, roles, responsibilities, and actions to make decentralization operational. Monitoring Impact (Task 6) Monitoring impact, or setting up and using systems to monitor implementation progress, is the final policy implementation task. Monitoring systems not only alert decision-makers to implementation snags, but also inform them of the intended and unintended impacts of implementation efforts. This monitoring may include establish a Policy Analysis and Implementation Unit to assist the president Economic Cabinet to improve policy decision-making with a strong focus on tracking implementation and results achieved. A good example here could be the livestock action plan committees monitored and noted problems in compliance with the plans steps to reduce excessive regulation in the countries of West Africa. Livestock producers credited this oversight with keeping the reforms on track and achieving the intended reductions in petty corruption and commerce-inhibiting regulation. Conclusion: The policy implementers should improve their understanding of the implementation process and implementation outcome by using the result of the several researches to redesign policies so they can do their work better and that is the policy makers and managers should be able to use the knowledge generated from the new finding in the research of policy implementation to facilitate the implementation. Also increasing use of the private sector including faith-based organization to implement policies raises new challenges for both those who design and those who implement policies, these challenges aside, the future of implementation research as an optimistic one and one that should greatly improve the understanding of this crucial phase of the policy cycle.
